Auction qualification requirements

Bidder qualification requirements determine which vendors are eligible to participate in the auction, including the conditions they must meet and the documentation they will provide prior to the auction. An important aspect of the requirements for large RES projects is the relevant experience of a potential developer.

Currently, in accordance with the legislation of Kazakhstan, to participate in the auction, participants confirm the qualification requirements only for legal capacity providing copies of articles of incorporation, certificates of state registration/re-registration, legal entity details, and application fees for auction participation.1 In addition to the documents, a bank guarantee is required.

As auctions for renewable energy sources generally do not require qualification based on experience, we refer to international practice to examine the advantages and disadvantages.

According to international practice, qualification requirements in terms of experience include the analysis of the following documents:

  • experience in the development of RES installations;

  • experience in operating RES facilities;

  • experience to attract similar amounts of funding.

For example, during the auction organized by the Moroccan Association for Sustainable Energy (MASEN) in 2011, the following experience criteria were taken into account:

  • the candidate company must have experience in the development and operation of a solar power plant with a minimum capacity of 45 MW;

  • no penalties or damages incurred for delays or improper performance;

  • experience in thermal power projects: the candidate company must have experience in the development, operation and management of thermal power plants in the last ten years of at least 500 MW in total, of which at least 100 MW over the past seven years.2

Overall, stricter qualification requirements ensure that the state will have qualified bidders, resulting in better infrastructure in the form of renewable energy sources such as solar, wind and hydroelectric power plants.

However, we note that it would be desirable to balance the implementation of qualification requirements in order to mitigate the risk of barriers to entry for new players in the renewable energy market.

Investment attractiveness

Direct tuning

A direct agreement is a special tool that allows project lenders to claim the position of borrower/sponsor in the event of contractual default, which would otherwise give the project implementer the right to terminate or suspend the contract in question. .

For the financing of RES projects, it is desirable to have an explicit agreement that allows lenders to replace the seller in the event of serious breaches of the power purchase agreement (PPA). As a result, lenders can find a solution that allows them to safely continue building or operating a power plant; otherwise, the project becomes non-viable.

We specify that the direct agreement must be regulated in detail. There should be provisions such as notices to creditors, extension of repayment periods, rights of intervention and the right to novate the PPA in favor of the replacement organization.3

Change in law

It is common worldwide practice for commercial contracts to contain a boilerplate change of law clause that guarantees some compensation in the event of such subsequent negative impact on a party to the contract.

Although the provisions of the Civil Code of Kazakhstan guarantee the stability of contracts, they do not apply, for example, to tax, customs, monetary and other issues related to the performance of contracts and closely related to the performance and contract results.4

To date, electricity producers have not been assisted in the event of unfavorable changes in legislation or regulations. This support should take the form of an adjustment of the PPA tariff in order to maintain economic balance, ensuring that no profit or loss is incurred by the producer as a result of changes in legislation.

Furthermore, we note that in addition to the above-mentioned aspects of SER regulation, the improvement of the PPA model contract provisions by the Financial Settlement Center, changes in tariff indexation and other aspects need to be addressed.

The legislative framework for RES is improving year by year, and we hope that this trend will have a positive impact on the overall development of the RES market and help Kazakhstan on the path to a “green economy”.

He said Nigeria is very well endowed with renewable energy resources and opportunities to harness them for the benefit of Nigerians.

However, he explained that Net Zero Carbon Emission does not mean stopping the use of fossil fuels.

“This means that during the transition, fossil fuels can be used, but emissions must be absorbed through a number of techniques such as establishing a circular carbon economy and developing forest plantations which have been proven they have long served as effective carbon sinks.”

In his opening speech, just before declaring the conference open, the Minister of Energy, Engineer Abubakar Aliyu, said President Muhammadu Buhari was committed to achieving Net Zero by 2060, adding that the projection is not ambitious because we have to catch up with other countries.

“President Buhari came in 2015 and saw that we were left behind, now we had to redouble our efforts. All the projections here, we have the strength and the means if we unite as a country.

“Our main challenge is how to finance these projects and I see these challenges as business opportunities for people to come and bring the finance.”

In his goodwill message, the Deputy Ambassador of the German Embassy in Nigeria, Martin Huth urged Nigeria to work towards diversifying its energy sources.

Huth said Germany stands ready to help Nigeria improve its access to electricity through various programs on climate change and renewable energy, such as the Nigeria Energy Support programme.

“So what we really need to work on is a long-term strategy that involves renewable energy, clean energy in the short term, medium term and a long term vision to go beyond gas and move solar and wind power and of course hydrogen and in the end become self-sufficient.”

Renewable energy feeding the main power grid could destabilize the system and potentially cause blackouts, according to a new study.

Mathematicians at the University of Nottingham used smart meter data to track changes in grid composition over time and found that resilience varies over the course of a day and that high panel usage solar panels can make the grid more susceptible to failure. Their findings were published today in Scientific advances.

National renewable energy production is growing rapidly with just over a million small-scale solar photovoltaic (PV) systems in the UK. These small-scale renewable generators are low-efficiency and intermittent and often distributed and integrated into power grids in large numbers.

Domestic production is a key element of the integration of renewable energies and includes the “feed-in tariff” which remunerates the producer for the supply of his electricity stored upstream of the network. This electricity supply is unpredictable, with generators turning on and off intermittently and households taking on the role of consumers or producers depending on daily and seasonal use, and weather conditions vary. These fluctuations can put the network at risk of system failure.

Oliver Smith, a researcher at the University of Nottingham led the study, he explains: “The increasing proliferation of small, intermittent renewable energy sources is causing a rapid change in the structure and composition of the electricity network. This is because the actual grid structure can change over the course of a day as consumers and small generators connect and disconnect. Using data from smart meters in UK households, we tracked changes in grid composition over time. We then used a dynamic model to assess the impact of these changes. the resilience of electrical networks to catastrophic failures. We found that resilience varies over the course of a day and that high solar panel consumption can make the grid more susceptible to failure.

The first part of the research investigated the theory of changing the proportion and size of generators by modeling a system using many small-scale generators and in any case showed that the network should be more robust than using a single power source. However, when the actual smart meter data was integrated, the researchers found that the reality of a grid with many small-scale generators running at different times means that the grid does not reach the optimal levels for this resilience is achieved, leaving it susceptible to failures.

The researchers found that the renewable energy stored in household batteries is only used to minimize household electricity costs and does little to minimize the risk of grid outages.

They recommend that the power supply to these batteries be programmed to also optimize the resilience of the power grid.

Oliver continues: “The main problem is the fluctuating supply of small-scale renewable energy. Dubai: Dubai is poised to play a key role in the global green hydrogen sector as demand for renewable energy sources grows.

The green hydrogen project, implemented by DEWA in collaboration with Expo 2020 Dubai and Siemens Energy at the Mohammed bin Rashid Al Maktoum Solar Park, is the first of its kind in the Middle East and North Africa to produce hydrogen using solar energy. The 10,000 square meter pilot plant will house test facilities for different uses of hydrogen, including power generation and transportation.

Daytime solar power from the park will power the project, which is expected to produce about 20.5 kilograms of hydrogen per hour at 1.25 megawatts of peak power. The plant will produce 5,000 megawatts of clean energy by 2030.

“The Green Hydrogen Project aligns with Dubai’s commitment to sustainability and its unwavering support for energy and climate change issues,” said Saeed Mohammed Al Tayer, MD and CEO of DEWA.

He said the project supports Dubai’s Clean Energy Strategy 2050 and Dubai’s Net Carbon Emissions Strategy 2050. clean energy by 2050.

DEWA has invited consulting companies to submit their bids to develop an ambitious green hydrogen production strategy. The objectives are to develop the green mobility sector; reducing carbon emissions from various industries; generate electrical and thermal energy, produce water and other applications.

Green hydrogen is produced by electrolysis from renewable energy sources. This technology makes it possible to store large amounts of energy for long periods of time. Hydrogen can be used for re-electrification via gas engines, gas turbines and fuel cells. Studies show that the production of green hydrogen will increase by 57% per year to reach 5.7 million tonnes in 2030.

It can also be used as:

  • raw materials for the chemical industry;
  • fuel for transportation;
  • Reducing agent for the steel industry;
  • Produce heat for industrial processes such as gas for residential heating; and
  • Culinary purposes.
